The definition of wholesale is "the sale of goods for resale." You might have purchased an item at below the most common retail price but, it is still purchased at the retail level, you are the end user

Licensing signifies formal permission, granted by a government-appointed, or recognized board. To date, licensing exists only for real estate appraisers, NOT a gemologist/ jewelry appraiser
